In Uganda, Islamic insurance has been governed since December 2025 by the Insurance (Takaful and Retakaful) Regulations issued by the Insurance Regulatory Authority, and in January 2026 Tamini General Insurance Uganda became the country's first licensed non-life takaful insurer.
A regulator founded in 1997 under the Finance Ministry
The Insurance Regulatory Authority of Uganda was created in 1997 by an Act of Parliament and reports to the Ministry of Finance. It grants licences, supervises insurers and publishes the list of authorised players, including a section devoted to takaful operators.
The 2016 banking law as the starting point
The Financial Institutions (Amendment) Act 2016 opened the way for Islamic banking and insurance in Uganda. It was followed by the Financial Institutions (Islamic Banking) Regulations 2018, which organise sharia-compliant banking activity across the country.
Takaful and retakaful guidelines in 2024
Before the final regulations, the IRA adopted the Takaful and Retakaful Guidelines 2024. They set the first operating rules for Islamic operators and reinsurers, and prepared the separation between the participants' fund and the shareholders' fund that the later regulations would build on.
The December 2025 regulations in the official gazette
The Insurance (Takaful and Retakaful) Regulations 2025 were published in the gazette and then issued by the IRA in December 2025. Its chief executive, Alhaj Dr. Kaddunabbi Ibrahim Lubega, presents them as a genuine alternative to conventional insurance for Ugandans.
A dedicated accounting standard since 2022
The Institute of Certified Public Accountants of Uganda published financial reporting guidance for takaful operators in August 2022. It helps present separately the accounts of the participants' fund, the management charges and the treatment of the surplus in published statements.
Tamini General Insurance, the first non-life licence
Tamini General Insurance Uganda received the first non-life takaful licence, announced in January 2026. No other operator has been confirmed so far; the Takaful Players menu on the IRA website in fact links to a document about Tamini.
What cover to expect from a non-life insurer
A non-life licence normally covers motor, home, fire or business risks, but not savings or death cover. For those needs, see our guide to family takaful, a line of business that has no confirmed operator in Uganda yet.
Market potential reported by the local press
No market figures have been verified. A Daily Monitor headline mentions a 75 billion Ugandan shilling sharia market targeted by insurers, but this amount, not confirmed by the regulator, should be treated as a press estimate rather than an official statistic.
The wakala model, the likely basis of policies
As in most recent markets, the operator usually acts as a paid manager of the fund. Before signing, read our page on the operator's wakala fee and ask the Tamini sharia committee which model it has adopted.
Uganda compared with Kenya and Tanzania
A May 2026 review shows takaful advancing across East Africa at different stages. The Kenyan takaful framework of 2015 is older, whereas Uganda now has more recent and more comprehensive regulations covering both takaful and retakaful.
What to do while waiting for a wider offer
For life, health or travel, no local takaful product has been confirmed. Policyholders can read a conventional policy carefully, checking any late-payment interest clauses, or turn to community mutual aid funds whose workings must be verified first.
Ugandan pilgrims and repatriation of the deceased
Pilgrims leaving for Hajj or Umrah often have to rely on assistance provided by their agency or by the Saudi organiser. For repatriation of a body, check the limit, whether transport costs are covered and compatibility with a prompt burial.
The route to takaful cover in Uganda
- Consult the Takaful Players section of the Insurance Regulatory Authority to confirm that the insurer holds a takaful licence.
- Ask which management model is used, wakala or mudaraba, and request the written opinion of the operator's sharia committee.
- Compare the contribution, management charges and surplus-sharing rule with an equivalent conventional quote.
- Check that your need falls under non-life insurance, the only line covered by the first licence granted.
- Reread exclusions, excess and notification deadlines before signing the proposal.
- Report any loss in writing and keep photos, invoices and any police report.
The price components of a Ugandan takaful policy
| Item | Function | Factors that change it |
|---|---|---|
| Donation to the fund (tabarru) | Finances mutual compensation of participants | Sum insured, use of the asset, claims record |
| Wakala fee | Pays the operator for managing the fund | Rate set in the policy under IRA oversight |
| Share of returns | Goes to the operator if it invests under mudaraba | Results of investments approved by the committee |
| Underwriting surplus | May be paid back to participants at year end | Claims experience for the year, required reserves |
| Excess | Amount left for the policyholder to pay | Cover chosen and level of risk |
Documents to prepare for the insurer
- Ugandan national ID card or passport
- Proof of address
- Vehicle logbook or registration document
- Land title or lease for the home or premises
- Islamic financing agreement (murabaha, ijara) if the asset is financed
- Business registration and articles for a company
Mistakes to avoid in the Ugandan market
- Buying a product sold as halal by a conventional insurer that is not among the takaful operators listed by the IRA.
- Thinking that a non-life licence also covers savings, life assurance or death benefits.
- Neglecting third-party motor liability, which is compulsory to drive, while waiting for a suitable takaful product from a licensed operator.
- Failing to request the sharia committee's opinion and its membership before signing up.
- Believing in a surplus refund promised verbally by a salesperson but missing from the general conditions signed with the operator.
Common questions about takaful in Uganda
Which text governs Ugandan takaful today?
The Insurance (Takaful and Retakaful) Regulations 2025, published in the official gazette and issued by the IRA in December 2025. They add to the Takaful and Retakaful Guidelines 2024 and follow the opening to Islamic finance made possible by the 2016 reform.
Can Tamini cover my house and my car?
Its licence, announced in January 2026, concerns non-life insurance, a category that normally includes these risks. You should still ask the insurer for the exact list of products on sale and check cover, limits and exclusions before buying.
Is there life takaful in Uganda?
No life takaful operator has been confirmed so far. The 2025 regulations create the framework, but a specific licence is still required. Meanwhile, compare conventional or community solutions and regularly check the list published by the IRA.
What is the scholarly position on this type of insurance?
The International Islamic Fiqh Academy and AAOIFI accept cooperative insurance based on mutual donation, unlike conventional commercial insurance. For a given policy, the opinion of the operator's sharia committee remains the reference to consult.
