Niger: where can you find takaful cover in Niamey?

Islamic insurance in Niger: the 2019 CIMA takaful regulation, no operator identified, confusion with Nigeria, alternatives and useful checks.

In Niger, no takaful operator or window has been identified, even though CIMA regulation No. 003 of 2019 authorises this type of insurance in every member state; policyholders in Niger must therefore check each offer with the CRCA and explore alternatives.

Niamey under regional supervision

Niger is one of the fourteen states that signed the CIMA Treaty. Its insurers are therefore licensed, supervised and, where needed, sanctioned by the Regional Insurance Supervisory Commission, a body shared across the zone, rather than by a purely national authority.

Do not confuse Niger with Nigeria

An online search for takaful in Niger almost always leads to neighbouring Nigeria, an English-speaking market under a different regulator. Its operators, covered on our page on takaful in Nigeria, are not licensed in Niamey, Zinder or Maradi.

A legal framework already in force

Since regulation No. 003/CIMA/PCMA/PCE/2019 was adopted on 10 October 2019, the CIMA Code has contained a Book IX devoted to takaful. This community text applies in Niger without any additional national law and sets the rules for creation, management and reinsurance.

Which structures could launch?

Article 903 opens two routes: a public limited company licensed solely for takaful, or an existing insurer in Niger that obtains a licence extension. Each operator then chooses the general takaful branch, the family takaful branch, or both at once.

Three billion CFA francs of capital

The capital threshold announced when the rules were adopted reaches three billion CFA francs. In a modest-sized market, a window backed by an already capitalised insurer looks more attainable than a stand-alone takaful company built from scratch.

What our research turned up

No takaful company and no Islamic window could be confirmed in Niger in our sources. A product sold as sharia-compliant must be linked to a licensed insurer, with a licence extension decision that the CRCA can confirm.

The closest reference: Ouagadougou

The nearest verified example is the Coris Assurances Takaful window, authorised in Burkina Faso in 2025 for family takaful products. Our page on takaful in Burkina Faso details this window model attached to a life insurer.

Separate fund and mandatory retakaful

Book IX requires the participants' fund to be kept distinct from the operator's accounts. Article 921 then calls for reinsurance with licensed retakaful providers or, failing that, with other reinsurers subject to the consent of a sharia supervisory committee.

What stays compulsory without an Islamic offer

The lack of takaful does not remove insurance required by law, starting with liability cover for motor vehicles. A driver in Niger must keep it and can limit the policy to the legal guarantees to reduce the conventional element.

Local mutual aid and microinsurance

Health mutuals, village funds and producer groups sometimes offer solidarity close to tabarru. Their status needs checking, since they lack the protections of the CIMA Code; our page on microtakaful presents models suited to low incomes.

Pilgrimage, expatriates and repatriation

People from Niger travelling to Mecca or living in Europe mainly look for medical assistance and repatriation of the deceased. These benefits are often bought from a foreign insurer; in that case, check the required country of residence and the geographical scope of cover.

Training the market before launching products

CICA-RE, the common reinsurer of member states, and the AlHuda CIBE Centre held a webinar on 24 October 2024 on the operational side of takaful and retakaful. Training of this kind prepares insurers in Niger for a future extension application.

Steps towards compliant cover in Niamey

  1. Ask the CRCA or your insurer whether any takaful licence extension exists in Niger.
  2. Rule out any offer issued by a Nigerian operator not licensed in the CIMA zone for a local risk.
  3. Insist on knowing who sits on the sharia committee and obtain a copy of its opinion on the product.
  4. Compare the management model, the operator's fee and the rule for sharing the surplus.
  5. For a foreign contract, check that residents of Niger are covered and which law governs the contract.
  6. Keep compulsory motor liability cover in parallel as long as no licensed alternative exists.

Questions from policyholders in Niger

Can you take out takaful in Niger today?

Our sources confirmed no local offer. The legal framework has existed since 2019 thanks to the CIMA Code, but it requires a licensed insurer or a licence extension. Meanwhile, foreign offers or mutual schemes can be studied with caution.

Is a Nigerian takaful policy valid in Niger?

Nigeria is not part of the CIMA zone and its insurers answer to another regulator. Their contracts do not replace compulsory insurance taken out in Niger. They may serve for personal risks if residence conditions permit.

Who supervises insurers in Niger?

The Regional Insurance Supervisory Commission, a CIMA body, grants and withdraws licences in all member states. It is with this commission, or the insurer concerned, that you should confirm a takaful offer holds valid authorisation in Niger.

Must a takaful operator reinsure itself?

Yes. Article 921 of the CIMA Code provides for reinsurance with reinsurers licensed for takaful. If none is available, the operator may use other reinsurers, but only after a sharia supervisory committee consents, which keeps the model consistent.
